Update to Membership Regarding their Clubhouse.
As you are aware the clubhouse is closed for the winter. Some work must be performed to reopen the clubhouse because of safety issues, brought to the attention of the Board of Directors that will require a building permit.
The Building Committee started pulling together the necessary documents for the permit application. In this process the Committee found there was no record of a building, electrical, or plumbing permits issued in 1977 when the clubhouse was built.
In order to get a building permit for an existing building without plans and missing permits, a Colorado Licensed Engineer must inspect and approve the foundation, floor and roof system. A written energy compliance statement stamped by the engineer’s office has to accompany the application. Also the planning office will be reviewing your existing septic system. Should the system be outdated, regardless if is in working order, it must be brought to current County standards.
On December 10, 2006 a Colorado Licensed Engineer inspected the clubhouse with the following results:
The foundation is reinforced concrete and there are no signs of movement or cracking and it is in excellent condition. The floor structure is standard dimensional wood framing and is in good condition. The floor is capable of carrying a design load of only 40 pounds per square foot (typical residential loading). An assembly area such as this requires a load capacity of 100 pounds per square foot. The floor can be easily reinforced by adding beams with pads and piers at quarter spans on each side of the main beam down the center. There are isolated rot pockets near the bottom in several locations which can be repaired without replacing logs. The roof structure is engineered trusses that are in excellent condition and capable of carrying the design snow load for the area. Over all the building is in good condition and capable of providing many more years of service with proper maintenance.
After review with the Board of Directors, the Building Committee contacted the engineer and asked for an estimate for the minimum amount of work to be performed in order to obtain a Building Permit. The scope as presently envisioned is as follows:
Design and prepare plans for reinforcing the floor system to accommodate a floor design load of 100 psf.
Prepare floor plans indicating remodeling work to be prepared, which is as follows:
o Replace windows
o Add new egress door on north end
o Exit signs and light on exterior doors
o Handicap access to building
o Replace front door(change swing outward)
Perform and energy analysis of the building with requirements to bring the building up to current Gunnison County Codes.
The association will perform all field measurements in order to draft the existing floor plan for the building. We will provide a scope of work.
In order to bring the building up to current codes a handicap accessable bathroom should be installed in the building. This work does not have to be included at the present time and can be performed at a later date. This should not be a problem from the County’s view point. In addition, the electrical system will be replaced; wihich will be designed and installed by others.
